A program written in the programming language Milk (interpreters available for Linux and Windows on my website). It prints '9876543210' 5*23 times. So: useless beauty.

This is not cyber poetry, btw. Cyber implies a feedback-loop (between the reader and the text) -- i.e., that the reader can somehow affect the text (in Aarseth's terminology: that the scriptons are dependent on both the textons and on reader (or user) activity), not just "something vaguely connected to computers". Zork is a cybertext, Cryptonomicon is not. Nor is this.

Hard to comment on this one, since you already confront the "but is it art?" question in your title. But yes, it's visually attractive.
I'd like to learn more about actual cyber poetry, though from your artist's comments, I doubt I'd understand it!

I will write something about cyber poetry just as soon as I get some free time (hopefully, in a couple of weeks or so). It's not terribly hard to understand; I tend to make it sound more complicated than it is (in this case, I do it for a reason other than my own enjoyment).
